Invitation to Bid - HARBOR FIELD UPGRADES
INVITATION TO BID
CITY OF MANDEVILLE
Sealed bids will be received until the hour of 11:00 A.M., local time, Wednesday, July 19, 2023, in the office of the Purchasing Agent, City Hall, Mandeville, Louisiana, 3101 East Causeway Approach, Mandeville, LA 70448; for furnishing all labor, materials, supervision, etc., and performing all work necessary to complete HARBOR FIELD UPGRADES, A/E PROJECT NO. 20040; City Project No. 100.21.002; for the City of Mandeville. Bids will be opened and publicly read aloud after 11:00 A.M. in the City Council Chambers, City Hall, Mandeville, Louisiana. Any bids received after 11:00 A.M. will be returned unopened.
The work of this contract consists of
1. Removal of existing backstop, fencing, dugouts, bleachers and other improvements in the work area,
2. Installation of new backstop, scoring booth, dugouts, and bleachers,
3. Construction of a new Dry Floodproofed building for Concessions & Restrooms,
4. Installation of new pavements, new infield, new field lighting, and fences with gates,
5. New site utilities, water, sanitary sewer, and electrical services,
6. Installation of chain-link backstop, sports benches and bleachers,
7. Installation of new landscaping, including Live Oak Tree protection systems.
8. New fencing and repair of existing fencing throughout the outfield area.
A NON- mandatory pre-bid conference will be held Thursday, June 29, 2023; 10:00 A.M., at HARBOR FIELD, 178 JACKSON AVENUE. Mandeville, LA 70448.
Drawings and Specifications are open for inspection at the Mandeville Department of Public Works Director’s Office, 1100 Mandeville High Blvd., Mandeville, LA, 70471; (985-624-3169). A complete set of Contract Documents may be secured from KVS ARCHITECTURE located at 235 Girod Street, Mandeville, LA 70448, KVS@KVSARCHITECTURE.COM; (985-674-3077); by licensed Contractors upon payment of TWO HUNDRED dollars ($200.00) per set. This payment is refundable to bonafide bidders returning the Documents in good condition within ten (10) days after the opening of bids. Electronic plans and specifications may also be requested at no charge by emailing purchasing@cityofmandeville.com.

Written inquiries must be submitted to purchasing@cityofmandeville.com no later than Thursday, July 6, 2023, at 5:00 pm.
Each bid must be accompanied by a bid security in the form of certified check, cashier’s check, or Bid Bond as prescribed by LA RS 38:2218.A.C, in the amount equal to at least five percent (5%) of the total amount bid and payable without conditions to the Owner as a guarantee that the Bidder, if awarded the Contract, will promptly execute a Contract in accordance with his proposal and all terms and conditions of the Contract Documents.
The outside envelope in which the bid is placed must be clearly marked as follows:

Bid Due Date and Time: WEDNESDAY, JULY 19, 2023; 11:00 A.M.
Include: CONTRACTOR’S NAME, ADDRESS, AND LOUISIANA CONTRACTOR’S LICENSE NUMBER
It is requested, but not mandatory, that the entire bid package be submitted in duplicate. Duplicate copy can be a photocopy or digital copy on a USB flash drive.
All applicable laws, ordinances, and the rules and regulations of all authorities having jurisdiction over construction of the project shall apply to the Contract throughout.
